Public Consultation on a future European Union MEDIA Programme

It looks as yesterday when they discussed about the new MEDIA 2007 Programme (2007-2013), appointed to replace the previous MEDIA Plus Programme (2001-2006), when they talked about new MEDIA 2007 Programme (2007-2013), and yet on last 24th September the launch of a Public Consultation has opened the proceduree. Notwithstanding the current Programme will last 7 years, expiring at the end of 2013. Main goals are the assessment of targets, activities and ways of a new EU programme of support to audiovisual sector since 2014.

This online consultation is just one part of the wider public consultation, responses to which will be taken into account in the Commission's proposal for a new MEDIA programme (to be adopted by the European Parliament and Council), following an assessment of possible social, economic and environmental impacts, The consultation is open to individual citizens, public and private bodies, local/regional authorities, ministries and relevant stakeholders in the audiovisual sector both inside and outside the EU and in the European institutions and associations. Period of consultation will expire on 30 November 2010.

It’s really necessary to respond to this consultation by all people that believe a Community support to audiovisual sector has to be reconfirmed, so that the professionals could get a precise idea about what has to be implemented, modified, confirmed or added and, on the other side, the EU institutions could understand the importance and usefulness of a such form of support, in strategic, politico-economic, cultural and employment terms, in the light of Europe 2020 strategy for smart, sustainable and inclusive growth.

We remind you the MEDIA 2007 Programme plays a very important role in supporting the European audiovisual industry. Its objectives are the following: 1. to preserve and enhance European cultural diversity and its cinematographic and audiovisual heritage, guarantee accessibility to this for Europeans and promote intercultural dialogue; 2. to increase the circulation of European audiovisual works inside and outside the European Union; 3. to strengthen the competitiveness of the European audiovisual sector in the framework of an open and competitive market. The Programme comprises a series of support measures for the European audiovisual industry focusing on: training of professionals, developing production projects, distributing films and audiovisual programmes, promoting films and audiovisual programmes, supporting film festivals.

The European audiovisual sector has to address a number of strategic issues, in particular the reinforcement of its competitiveness, the adoption of new technologies and new economic models. The key challenge for the future MEDIA Programme will therefore be to address the needs of the audiovisual industry in order to adapt to the new context, and to help it find new ways of creating value and driving revenues. The grants offered by the Programme should ensure the greatest possible structuring and multiplier effects, so that they should have a real European added value.

On the whole, this first consultation will be really precious in order to assess fields of actions not yet explored, risks and opportunities for the European audiovisual sector, new business models to support by MEDIA as well as the use of New Technologies (3D, cross-media and transmedia projects, games, mobile TV), furthermore an eventual strengthened support for the TV sector, the improvement of media Literacy to build up a wide European audience, support the promotion and distribution of audiovisual works during the development phase and include producers as beneficiaries, to widen the Programme to Third Countries, first of all, neighboring countries like the Western Balkan countries, assess the best policies to be adopted for strengthening the European audiovisual sector of countries with low production capacity, and at last how to increase audiences for European films, considering cultural diversity.
