Despite the figures for the budget of Creative Europe, which were published by the European Commission during the Cannes Film Festival, the financial framework is still not fixed. Aviva Silver, Head of MEDIA programme, talks to Cineuropa about the procedure.

Cineuropa: Figures being circulated in Cannes show that Creative Europe is expected to get an overall budget of around €1.3 billion in 2014 – 2020, which is an increase of nearly 9% compared with the existing MEDIA and Culture programmes. Is this still in negotiation?
Aviva Silver: There are no official figures for the moment – the overall budget for the next financial framework (Multiannual Financial Framework - MFF) is still being negotiated. The figures being circulated are ‘work in progress‘ in response to the current European Council proposals. The MFF has to be agreed by the European Council and the European Parliament.

When can we expect a final decision?
Hopefully, an agreement on the MFF will be reached this summer. This is the starting point for the specific programmes like Creative Europe to be finalised.

What kind of procedure has to be done until the programmes are adopted and the calls can be published?
Once the MFF is decided, the legal base for Creative Europe will be finalised. Once the legal base is in place, the Annual Work Programme needs to be adopted and the programme Committee has to approve this and then the calls can be published.
